- The Senate has passed the 21st Century ROAD to Housing Act with an overwhelming vote of 89-10, marking a significant step forward in addressing the nation’s housing affordability challenges and boosting housing supply.
- The bill combines the House-passed Housing for the 21st Century Act with the Senate’s ROAD to Housing Act, incorporating 18 provisions from both bills and at least 26 sections from previously introduced bipartisan legislation, aiming to provide a comprehensive solution to the housing crisis.
- The legislation includes provisions designed to boost housing supply, streamline federal housing programs, expand access to small-dollar mortgage lending, and support manufactured and modular housing, which have been welcomed by industry groups as positive elements.
- However, consumer advocates and trade groups have raised concerns about certain provisions, including the requirement for institutional investors to sell newly constructed build-to-rent homes within a set time frame, which could limit financing for build-for-rent housing communities and reduce loan limits for new rental housing development.
- Industry leaders, such as Bob Broeksmit, president and CEO of the Mortgage Bankers Association, have urged Senate leaders and the Trump administration to work with the House to address these provisions and ensure a final package that increases affordability, reduces operational costs, and promotes more housing development.
- The National Multifamily Housing Council and the National Apartment Association have also expressed concerns about the provision requiring disposition of build-to-rent communities as individual units to homebuyers, stating that it would stall new community development and divert investment away from affordable housing options.
- The Community Home Lenders of America has welcomed the legislation as a significant step forward for housing policy, but emphasized the need for further action to address the challenges faced by first-time homebuyers, particularly those in their 20s and 30s, and has called for a “Moon Shot type commitment” to devote resources and program changes to support homeownership.
- According to David M. Dworkin, president and CEO of the National Housing Conference, while the bill is not perfect, it includes many policies that could expand housing supply and improve affordability, and his organization looks forward to working with the Senate, House, and the Trump Administration to ensure the strongest possible version of the bill becomes law.
- The National Association of Realtors has noted that America faces a shortage of nearly 5 million homes and has welcomed the bill’s provisions to build more homes, streamline federal processes, and update financing options for manufactured and rural housing, which will help to expand homeownership opportunities and improve access to credit.
